This research was conducted with the main purpose of designing human resource maturity model in physical education departments of comprehensive universities of the country. Regarding the exploratory nature of the research, the modeling process, which is the theorizing approach rather than testing theory as well as the study in a small scope but high depth, was used as a qualitative method for codification of the model. The data were collected by semi-structured interviews, in such a way that each interview lasted about thirty minutes and information was finalized in about four months. The community responded to the interview questions were university experts at the physical education departments of the universities of the country as a whole were 18 people and the interviewees were selected based on the principle of diagnosis and snowball sampling techniques, the condition for the completion of sampling was to reach theoretical saturation. In order to verify the accuracy of the data, two people encoded and the similarity coefficient of 78% of the codes was obtained. The findings of the research reveal the discovery of human resources leadership components, labor relations and employees, perceptual outcomes of human resources, human resource development, human resources compensation, human resources planning and human resources, and human resources strategy, that explored cases likely to facilitate the maturity of human resources in physical education departments. The result of this study ends to identify the components that will lead the academic focus to more focused concentration on manpower.

The purpose of the present study is to Identification and Prioritization of Factors Affecting succession in the Ministry of Sport and Youth with Competency-Based Approach. This study in terms of goal is a kind of applied research, in terms of time is cross- sectional, in terms of data collection is a mixed and combined data, and in terms of method and strategy is a correlation study. In the first stage, reviewing the texts and selective open- source coding (content analysis), the primary data of staff's competency variables and its related components and surrogacy variables were extracted qualitatively, and then in the second stage, , in the third stage, using quantitative method analyzing and model fitting is performed. Gathering information is through field and library method. After determining the research sample, the interview tool is used to collect the required data. Information is gathered through library, checking the documents, interview and standard competency and researcher- made surrogacy questionnaires. human resource management and a high working background, so senior managers, human resource managers of Ministry of Sport and Youth Affairs, and experts of human resource management field were selected as experts through snowball sampling

Emphasizing component identification and future research, this study investigates the maturity of human resources (HR) in physical education department of state universities in Iran. A mixed research approach was used to collect relevant data. In the first stage, the literature was reviewed, a number of experts were interviewed, and theoretical saturation was reached. Next, the expert group identified the strategic outlook and risk variables by determining the prospects of the variables. The findings confirmed the impact of HR leadership, employee and labor relations, HR perceptions, HR development, HR service compensation, HR planning, and HR strategy on the maturity of human resources in the study population. In addition to these variables, organizational knowledge, authority delegation, and participation in design and deployment processes are among the most important sub-variables in the context of human recourses. It is strongly recommended that physical education departments consider the abovementioned components in their attempt to develop an optimal strategic plan for human resources maturity.
